PROFESSIONAL EXPERIENCE

Alexander Consulting, Inc.

Dr. Alexander provides professional consulting
services to his clients. Areas of expertise include
geology, hydrogeology, surface and subsurface
hydrology, environmental science, civil engineering,
chemistry, and aerial photographic interpretation.
He has extensive experience with all aspects of
field evaluations, including surface and subsurface
hydrology, soil & ground water remediation, sampling
protocols, site safety issues, interpretation of
organic and inorganic chemical analysis, terrain
analyses, geomorphology, and civil engineering.
Dr. Alexander has performed chemical, environmental, engineering and safety related issues at numerous RCRA facilities, including gas compressor stations, natural gas processing plants, solid waste landfills, retail gasoline facilities, electroplating facilities, chemical plants, processing and rendering plants. He is experienced in RCRA Facility Investigations, Feasibility Studies, and closures.
Dr. Alexander has completed several comparative studies to ascertain feasibility, cost benefits, and overall advantages regarding use of ground water as a primary drinking water source versus hook-up to city water works or rural water districts. Study areas include Tulsa and Delaware Counties, OK, and Pecos County, TX.
Dr. Alexander has served as project manager for hundreds of soil and ground water projects, including but not limited to: Clean Water Act (CWA) projects, Phase I and Phase II Site Assessments, Phase III remediation of contaminated soil & groundwater, computer modeling, and bioremediation. He is experienced with asbestos, geological hydrogeological studies, RCRA facility investigations, CERCLA sites, brine water contamination studies of both surface and ground water, underground storage tank (UST) removals, leaking underground storage tanks (LUST) assessments, and Risk-Based Corrective Action (RBCA) studies.
Dr. Alexander received his 40-hour HAZWOPER Safety Certification in 1989 and has maintained continuous certification through 8-hour annual refresher courses. In 1991, Dr. Alexander developed and implemented a Site Safety Program for his employer and served as the company's Site Safety Officer for all field projects.
Dr. Alexander is also experienced with all aspects of expert witnessing and expert testimony. He has worked with both plaintiffs and defendants.
In 1996, Dr. Alexander and Dr. Vernon Mast, Professor of Civil Engineering at Oklahoma State University, co-taught a weeklong seminar in Kansas City, Kansas entitled, "Site Characterization of UST/LUST Sites". Seminar attendees were limited to approximately fifty state and federal (EPA Region VII) regulators.
In
2005, Dr. Alexander became an instructor for OSU’s
College of Engineering, Architecture and Technology
(CEAT) for continuing education courses. In that
capacity, Dr. Alexander instructed a 2-day (16 hr)
seminar in Oklahoma City, OK entitled,
“Fundamentals of Hydrology and Hydrogeology”.
Seminar attendees included 30 state regulators with
the Oklahoma Department of Environmental Quality (ODEQ).
1998 Present. Adjunct Professor,
Tulsa University (TU), Tulsa, OK.
Dr.
Alexander was contracted by TU’s Geoscience
Department to be an Adjunct Professor with graduate
faculty status. From 1998 -2002, he taught two (2)
night courses (upper-level Undergraduate and
Graduate-level) in Hydrogeology, including GEOL 4513
and GEOL 6513. Although he is no longer teaching
night class, Dr. Alexander continues to serve as an
academic committee member for Masters and Ph.D.
candidates. He currently serves as TU’s Chairman
for the Geoscience Department’s Curriculum Steering
Committee, where he reports to Dr. Bryan Tapp, Dean
of TU’s Geoscience Department in Tulsa, OK.
2003 – Present. Environmental
Science Advisory Board Member,

Dr.
Alexander is currently serving a 2-year term as a
Member of OSU’s Science Advisory Board. He reports
to Dr. Will Focht, Dean of OSU’s Environmental
Science Department in Stillwater, OK.
1991 2000. Senior Environmental Consultant,
Enercon Services, Tulsa, OK.
Project Manager. Managed literally
hundreds of geological, hydrogeological,
environmental, and civil engineering projects.
Initiated and managed Enercon’s UST and LUST
Projects as a Certified Remediation Consultant (No.
15) for the Oklahoma Corporation Commission (OCC).
Managed and directed onsite personnel, budgetary
items, and work tasks. Several projects involved
litigation processes, including depositions, expert
witness, and expert testimony.
1989 1991. Manager of Environmental Services,
Law Engineering, Tulsa, OK.
Responsibilities included the opening of a new office, budgeting, staffing, identification and development of business contacts, proposal preparation. As project manager, executed numerous geological, hydrological, engineering, and environmental engineering projects.
1982 - 1988. Senior Exploration Geologist and Geophysicist,
Transco Operating Company (Transcontinental Gas Pipeline Co) inTyler, TX,
Jackson, MS, New Orleans, LA, and Houston, TX.
Credited with the discovery of several
oil and gas fields. Generated, promoted and drilled
numerous prospects throughout the Southeast U.S.
using geological and geophysical data.
In 1983, opened and staffed a new
field office in Jackson, MS. Directed development
geology of producing fields and supervised well site
geological and geophysical activities.
1980 - 1982. Exploration Geologist and Geophysicist,
Enserch Exploration,
(Lone Star Gas Co) in Dallas, TX.
Focused exploration activities in the
Gulf Coast States, including Louisiana, Mississippi,
Alabama, and Florida.
Evaluated geology and geophysics of
third-party prospects in the Gulf Coast area.
Supervised and coordinated all well site geology and
geophysical work.
